BIOGRAPHY
Major General Le Minh Manh is Major General of the People’s Public Security Force, and being a highly experienced leader in the field of cybersecurity and prevention and control of hi-tech crimes in Vietnam.
He currently serves as Chairman of the Southern Chapter of the National Cybersecurity Association (NCA). He previously served as Deputy Director of the Department of Cybersecurity and Hi-tech Crime Prevention and Control (A05), Ministry of Public Security — the specialized unit responsible for cybersecurity and the prevention and control of hi-tech crimes in Vietnam — where he spent many years directly leading efforts to combat hi-tech crimes.
Since 8 December 2025, he has served as Chairman of the Southern Chapter of the National Cybersecurity Association (NCA) for the 2026–2030 term.
PROFESSIONAL EXPERIENCE
September 2026 – Present: Senior Expert at CBI Law Firm.
August 2023 – Present: After completing his duties and retiring from the A05 Department, he was elected as a Member of the Executive Committee of the National Cybersecurity Association (NCA), while also serving as Chairman of the Association’s Southern Chapter.
2016: He was promoted to the rank of Major General of the People’s Public Security Force and appointed Deputy Director of the Department of Cybersecurity (formerly A68), Ministry of Public Security.
CAREER HIGHLIGHTS & KEY CONTRIBUTIONS
- Development of Legal Frameworks & Specialized Forces: Directly participated in the leadership and development of important legal instruments on cybersecurity, including the Law on Cybersecurity, while laying the foundation for the development of specialized and highly skilled forces dedicated to the prevention and control of hi-tech crimes.
- Combating Hi-tech Crimes: Directly led and successfully dismantled numerous major criminal cases involving online fraud, transnational gambling, data theft, and attacks against critical information technology systems.
- Leadership of the Southern Chapter of the NCA: Connected businesses, organizations, and technology experts in Southern Vietnam to build a secure cyberspace, promote technology transfer, and raise community awareness of information security.
